In March a series of workshops dedicated to decentralization reform in Ukraine took place in Sumy. Sumy State University had actively taken part in the events during which the issues of community development strategy, local policy analysis, budgeting in terms of united territorial communities were discussed. The Department of Philosophy, Politology and Innovative Social Technologies, the Department of Management, and SSU Gender Resource Center became the co-organizers of those workshops.

Workshops’ participants, including government officials, village heads, public activists, and SSU academics demonstrated the need and desire to participate in community building process. During the event coaches, the representatives of Poltava region, which proved to be successful in decentralization issues, familiarized participants with a comprehensive approach to the implementation of decentralization reform in Ukraine, community development strategy, and assessment of capabilities.

The discussion the prospects of decentralization in the conditions of Sumy region led to the conclusion that the further training of the local authorities of our region was required to create united territorial communities. One of the reasons of united territorial community, which is the only one in Sumy region, most likely consists in lack of the necessary information work with the community management and the local citizens.

These workshop initiatives also demonstrate the need for possible engagement of female potential in this work in the following ways: including female leaders in the strategies development, assessment of community capabilities, the choice of priorities, drawing up plans and so on. Therefore, in order to solve this problem SSU Gender Resource Center has been engaged. SSU Gender Resource Center within the consortium of University of Warsaw implements activity in the field of female political engagement.

The trainings were held with the great support of the Representative Office of Friedrich Ebert Foundation in Ukraine and Ukrainian Women’s Fund.
