With the help of the European Investment Bank (EIB) SSU keeps working on the implementation of the greatest recent infrastructure project of energy efficiency maintenance of Ukrainian higher education institutions called ‘Higher Education. Energy efficiency and sustainable development’. Earlier the project proposals of other 6 universities of Kyiv, Kharkiv, Lviv, Poltava, Chernihiv and Vinnytsia had been qualified by EIB in the same way as SSU.

The Ministry of Education and Science of Ukraine held the workshop on the implementation of this project concerning the peculiarities of buildings’ energy audit headed by the Deputy Minister – Chief of Staff Oleh Derevianko on November 12, 2015.The representatives of the European Investment Bank, the European Commission in Ukraine, Ekodoma consulting company (Latvia) and the corresponding Ukrainian universities joined the workshop.

According to the representative of the European Investment Bank Gabriela Chumak, the project will be guided by the technical coordinators of the Ministry of Education and Science of Ukraine and the corresponding universities. In addition, a specialized technical assistance will be granted to the universities. This assistance will consist of expert consultations in the executing international financial transactions and technicalities.

The representative of Ekodoma Claudio Rokas said that the energy audit had been conducted in 59 buildings of three universities. According to the results of the audit the buildings require a complete reconstruction, including the roofs, hatches, ventilation systems, thermal insulation of the entire buildings, etc. In accordance with the calculations of Ekodoma consulting company, if about €90 per square meter is invested to the reconstruction of the buildings, then three universities can save 50-60% of their funds. In particular, the cost impact of this investment will make €1.5 thousand, the energy effect will be 25 Gcal, and the self-repayment will take over 20 years.

According to the Head of Science and Research Department of the SSU Denys Kurbatov, the SSU integrated project ‘Energy Efficient University’ satisfies all the requirements of the European Investment Bank, including economic validity, technical quality, financial security, stability and environmental safety. The project is expected to get the co-funding from the State Budget of Ukraine for 2016.

Being a significant part of the project certain modifications may come in, including the construction of a boiler-house on gas fuel for heating university’s academic buildings, a full reparation of university’s dormitories, including modernization of water supply, sewerage, heating networks with additional arrangement of heat stations, the installation of solar collectors for hot water supply and heating, the implementation of a system of monitoring and managing the consumption of heat, water and electricity and the establishment and equipment of modern scientific and educational center called ‘Alternative energy and energy efficient technologies’ at SSU. The minimal amount of investments will be €11 million.
